The Federal government runs a grocery store for the military. The Defense Commissary Agency sells food to military families for cost plus 5%. It’s the same thing.

this notion that city employees can't run retail outlets is patentedly absurd. for one because the city can just hire people with relevant experience, and two, retail isn't rocket science.
