I would not recommend trying to use it obviously it has not been used in a while If it does not operate properly it will be dangerous

The answers you got🤦♂️. It’s a disconnect switch to disconnect your line from the utility line so when you hook up a generator it won’t feed back into the utility line. Where do the black wires underneath the meter box go to? They might have been the generator wires. Somewhere around that meter would have been hook up wires to the generator- they could have been removed to take w the generator.
