Because the air inside a space station lacks the density of a liquid, flailing your limbs generates essentially zero net thrust. Attempting to propel yourself by exhaling bodily gases fails because the total mass of the expelled gas is infinitesimally small; the resulting kinetic force is not enough to overcome the physical inertia of an adult human body in a reasonable timeframe. To initiate movement, you must expel a larger mass. By violently throwing a dense physical object, such as your clothing, in the opposite direction of your intended travel, you trigger an equal and opposite kinetic reaction. The momentum transferred to the discarded mass forces your heavier body to drift in the opposite direction, eventually allowing you to reach a structural surface.
