grace is actually the tallest of the avatar's and way taller than your average Na'vi from what I know, so it's not really fair to compare, unless we see tonowari next to a human bc he's pretty tall for a Na'vi I think

I think the first Avatars, like Grace’s, are taller and more human looking. Grace is the tallest we see actually, she’s around 3m tall, taller than Quaritch! And she has a very human face, especially her nose isn’t flat like Na’vi’s. I suppose by the time Jake arrived on Pandora they evolved the science behind Avatar creation enough for the new Avatars to look more Na’vi despite keeping the telltale differences such as eyes, eyebrows and fingers
