that practice stopped in 2018 ,now passports are issued for exactly 10 years dead on

Quick google search, this is mainly for certain EU countries due to brexit. Normal rules apply for anywhere else but check your passport is valid.

It depends on where you are going. If you are going to Europe yes this applies but it does not apply if you are going USA and other countries outside of Europe.

your passport has 10years and 9 months on it it's because of the 9 months extra it can't be more than 10 years old from date of return x
