Every big chain store rotor will have warpage out of the box. If we have to use them we put a light resurface on them and just wait for it to be shaking in a couple of months

When I started as a technician many moons ago, we never trusted new rotors. Turned every single one brand new out the box. Taking like a .001 off was barely noticable, had a better surface finish, got rid of any rust preventer as well. The Wagner brake parts company rep taught us that and how to clean them. Use soap and water on pads and rotors for the best results.

.025 runout is virtually irrelevant on a brake rotor. Parallelism is what's important....but still 25 thou is a bit much.

Seems like rotor quality has gone down hill since the 2000s. I never had warped ones in the 70s, 80s, 90s up until the 2000s. Seems like now, you just about plan on replacing them with every brake job.
