engineers are at fault. engineers are incharge of the structure. looking at the picture, this is a structure and contractor problem. 1)owner hire the professionals 2) architech design the building 3) engineers design the structure 4) contractor follow the engineers plan.

I think kung sino nag approved ng 9th to 11th floor. yung mga beam and halige kasi dapat computed base sa height and weight ng building. saka parang di pa umabot ng 11th floor yung construction pero nag collapse na. I'm not professional pero yung lang ang naiisip ko na possible cause ng collapse
