Its not uniquely US, but used globally & it ZERO to do with data centres explicitly. All large business users get reduced prices, such as electric arc smelting, or data centres, or cement kilns, etc. In the UK, up to a quarter of a typical energy bill pays for "non-commodity" costs, which include maintaining, upgrading, and balancing the electricity and gas networks. Because bulk industrial users account use massive, stable baseload demand, utility companies and UK regulator offer them heavy discounts (up to 90%) to keep these business operations in the UK. The shortfall in grid upkeep revenue is recovered through standing charges and unit rates spread across all remaining consumers

I don’t think tech giants are willing to wait for the clever innovations! They only care about their data needs vs. caring about the environment and the use of natural resources or the fact we don’t have the infrastructure to support the data centers the way they are currently designed to operate.
