Nothing suggested that he's transcending the concept of time and space or transcending the entirety of space and time itself, it only stated In the scan that "The ability to transcend time and space to reach to the location you desire. For Rimuru-sama, who rules over time and space, such a thing as going across time is simple" and the "end of space and time" statement which I'm not going to repeat doesn't qualify of him being a being that transcend hierarchial frameworks, it just makes him exist outside of space and time as an him he isn't bounded by space-time but that doesn't mean he's not extend every layer and all of space and time itself which easily makes Outerversal (being generous) and nothing also suggested he's surpassing every layer of existence and existing beyond all qualitative and quantitative distinctions alike, and we see Rimuru still being a fictional being that still changes and the other aspects of what you are if you're actually Boundless. Also can you prove he's actually surpassing every single layer of space-time and transcending the entirety of space and time?

Only questions I have, what about the rest of the definition? It only sounds like you’re addressing the beginning of the definition. Obviously the biggest TIER 0 killers are changeless and ineffable, to my knowledge Rimuru isn’t either of those. IMO I don’t think you can achieve being boundless, I think you always have to be, have been, and will never not be boundless
