I think the focus of a story mode should be progression system. We don’t need deep lore and feelings, but earning that dream care and parts through races it what makes a game fun. Find something you enjoy and stick to it

maybe more towards "Forza" style so you have a lil but of character but mainly you just have simple racers and can free roam, or you can take an inspiration from "night runners" with that dark vibe if street racing and betting

You don’t have to make an overarching story, but you could make smaller quests around the city. Schedule races with certain racing teams, do a tofu delivery (without spilling water)

make it similar to the GTA Vs mission system, its basically freemode at all times until you go to a mission somewhere, and with that u could also add a sandbox mode where u could customize npc spawns and everything, but no missions/mission markers are present in that mode
