Try Zotero reference manager! It’s your own library for papers, you can annotate anything you want, make collections and sub-collections for papers so everything is organised etc. I’m doing systematic review and meta-analysis on over 200 studies for my thesis, and let me tell you, Zotero has saved me

Have you ever used Mendeley? You can annotate and high in there and it also handles citations for you.
