LTE is kind of loose with its definitions and was basically just glorified 4G. 4G and 5G use different antennas, I'd assume they aren't that hard pressed to fix older antennas if they go bad and just don't spend money replacing obsolete tech.

the infrastructure for 4G is probably a small fraction of what it used to be back in the day, plus the amount of data needed to use the web and phone apps has gone up astronomically

5G is about 100 times faster than LTE, and its ping time is about 1/30th of LTE. It also supports less dropped packets, further range and more devices per tower. With the national rollout of 5G app developers have assumed its speeds as a default, and they aren’t as resilient to the inconsistencies as they used to be.
