He's using this language as a way to gauging interest / flirting in a plausibly deniable way. It shows interest but he can be 'safely' rejected by her not responding flirtatiously to the subtext.
I do think it's inappropriate for a customer/tradesperson conversation, because as you say, this is somebody she's going to invite into her home. But it's the sort of approach that was the bread and butter of MSN text chats back in 2000s.

I'm thinking this person isn't English as their first language, I do totally see the possible innuendo in his side of the conversation with hopes that she would pick up from it. however the customer doesn't seem phased by what he says so brings me back to the handyman just not having English as a first language.
