Why do you usually reapply on face only and not neck, shoulders & arms? Skinfluencers emphasise SPFs and only apply it on the face lol

Do we have to use setting spray after makeup to reapply sunscreen like that? Bc I use tinted sunscreen and blush and setting powder, I don’t wanna use setting spray on a daily basis
