Terry is genuinely the only person who could take the mantle of the Batman. The Rest of the kids Bruce brought in are too similar to him and each other. Terry is just so much his own thing and that’s why he’s the goat.

The reason Terry is the quintessential character to take the Batman mantle is because he lack of understanding as to who Bruce was prior to the events of Batman beyond. He gets to be his own Batman which is ironically a better Batman because he’s not constantly living in Bruce’s shadow in real time like dick Grayson or time Drake or any other sidekick would have to because Batman is still in his prime.
