I am definitely in the minority of people who both liked the hands off law in the book and liked the change in the show. But I think the change of context matters for both. In the book, Hannah does not decide to break up with Garrett of her own accord, it's not her choice. It's Phil Graham's decision. Hannah fumbles with an excuse when Garrett asks her why and she says "we're moving too fast" and says she wants to be with other people. Garrett, although upset, accepts this and leaves. The next time they see each other is at her showcase because Garrett still shows to support her, Hannah is still visibly upset about their breakup and he asks her how many dates she's been on. Taken aback, she says no one. They bump into each other a few times and each time, he asks her. She keeps saying no. And then on NYE, Hannah calls Garrett and while they're talking, he asks her again and she lies and says a few but she feels he doesn't believe her. And she vows to herself she'll really try to date someone when she gets back to campus to prove to Garrett she's serious. This is also something she does not want to do. This is important because the hands off law is not to be possessive or controlling, it's because Garrett can read her well enough to know that she's going to try prove this "I want to date other people" thing to him even though it's clearly not what she wants, and therefore, he knows something else is up. I have always read that scene as more loving than controlling because he wants to stop her from putting herself in an uncomfortable situation, like a date with someone, and the hands off law makes her come and talk to him. During that chat in the locker room, Garrett asks Hannah three or four times why they broke up and eventually she relents and says it was Phil. The TV show changes work because in the show version of Garrett, he breaks up with her because he's afraid of being his father and the book version works because the break up was a direct result of Phil's threat. Phil Graham is the catalyst for both, no one is a red flag but him.
