Coy keeps the Treasury shares because the Board/mgmt may want to reward key executives with shares of the company. Coy don’t sell shares to market that was previously bought as it is tricky as insider trading. So Coy will usually cancel the (bought back) shares if they don’t intend to use it to give to key executives.
