During Stalin's time, there was a forceful collectivization in the agricultural sector to end privatization of land and to consolidate farming under state control, and a 5 year rapid industrialization plan, this is to make the USSR independent from foreign markets, as mentioned to be self-sustaining. The USSR indeed became an industrial power house at the time, rivaling that of the US.
