it took welt 5 years to restore 65% of his power during second eruption, after the event in sea of quanta he reconstruct his body back and he claim his body is now compatible with herrscher core because of that, lastly APHO happen in 2026 and welt left HI3 around 2029 and HSR himeko said she met welt "Many years ago" maybe 5-6 years idk which makes HSR took place in 2034/35 by standards alone welt should be able to recover his power around 65-70% so saying welt is super weak wouldn't be correct if any that number alone proved he's close to his prime not to mention Honkai energy does in facts exist anywhere in the cosmos

welt is never weak, it just that most of the people that we met is insanely strong, that he looks like he is weak ... the character's power scaling in HSR is no joke seriously, that even if there's a character that could destroy a planet with a sneeze come up, I won t be suprised anymore

i think welt is pretty strong especially when him and zephyro fought in the alternate finality timeline, they managed to "Rupture the cosmos" which could mean a lot of things but the fact he's able to stand against him and Acheron is currently struggling makes him pretty interesting
