I’ve never had a problem flying out of JAX with luggage as long as it is under. As long as you handle retracts, you should be fine. As for real ID, you will have to go through a separate verification process. Call the airline ahead of time because it will take time and you will need proof of identification

Your bag is fine, that’s definitely a carry on size. The TSA website says you can pay a $45 fee and do it in advance to speed up your security process
