Kagame reveals how US pressure pushed African leaders to reverse plans to restrict used clothing imports Rwandan President Paul Kagame has recounted how pressure from the United States contributed to East African leaders abandoning plans to restrict second-hand clothing imports and strengthen domestic textile industries. Speaking in an interview, Kagame questioned why African countries continued exporting raw cotton while importing large quantities of used clothing instead of developing their own manufacturing industries. His remarks reflect a 2016 East African Community initiative to phase out used clothing imports. The proposal faced opposition from the US-based Secondary Materials and Recycled Textiles Association (SMART), which petitioned Washington over its potential impact on American businesses and jobs. While Kenya, Tanzania and Uganda subsequently revised their policies, Rwanda maintained its restrictions, prompting the US to suspend duty-free benefits for Rwandan apparel exports under AGOA in 2018. The dispute has gained renewed relevance after Washington announced on November 2, 2026, its intention to terminate Rwanda’s AGOA eligibility from January 1, 2027, citing broader trade, governance and national security concerns.
