This is from dehydration and the freeze/thaw process. Grocery stores ship and store food in refrigerated trucks. If the food freezes, the cells crystalize. Then when they defrost they lose their turgor pressure because ice crystals have punctured the cellular walls. That's why the texture becomes rubbery. Something similar happens with chocolate, except the high fat content and sugar trap moisture and cause the rubbery consistency. It all comes down to how it was packed and handled.
