So the time when Maxwell said that speech to Olivia (season 24 episode 3), it was referring to the case where they found women and girls who had been kidnapped, held hostage and abused but the perp had been killed and she sussed that it was the young child, born through his abuse, who was most likely responsible, and Olivia didn't want to put them through further trauma by investigating it, so Maxwell allowed her to plead out. When Olivia said those same words back to Maxwell in Season 24 episode 19, it was because Maxwell found love again after experiencing an abusive relationship, she was finally happy and remarried and they discover that her second husband is involved with the sex trafficking and abuse of young girls. Maxwell refused to cover it up for him and he became mentally abusive, referencing her prior relationship but then he started choking on his food... and she made the decision to let him die before calling for an ambulance. She didn't kill him, but she refused to act fast enough to save him. There was no evidence of this, so Liv had some compassion and decided not to pursue it.
