To clarify since no one is researching, the particles aren’t traveling faster than the speed of light in a vacuum. They are traveling faster than the light in the water. For instance, you can’t run faster than sprinter Usain Bolt but you can run faster than him if he’s running through mud.

For those that are confused, light in the vacuum of space is indeed the fastest measurable speed known . Ok, for those wondering, when light travels through water, it bounces around the water molecules, taking longer than it would in a vacuum, so, yes, nothing travels faster than the speed of light but the light takes longer to reach you than the radiation because it's taking a longer path.
