Regarding your first point, I like to tell players that they should narrate with their motivation explicit. So instead of saying "I throw my shoulder into the door to bust it open" you say "My character is worried that somebody is going to see us here and is staring to panic, so they are going to try to break down the door." It seems small, but it has a cumulative effect. Regularly hearing the motivations behind a characters actions really starts to help fill in the gaps of who that character is after a while.

I'll add to that. 3 scenes to help players do this 1. Campfire RP scene: let the players take time to talk about their hopes and dreams. 2. When you hook a character's backstory make the hook require a different character's skills. 3. Dinner table scenes where the players can discuss their long term plans.

For #1 I've found I fall into the formula of "Character feels really hurt by that so he says..." or "He really wants to protect her so he's going to..." Just providing that but of context to frame what the character does or says can be really helpful.

My favorite character of the many that I’ve played is one that hits all 3 of these boxes. The hardest ones are ones with secrets or pasts that they can’t or won’t reveal on their own, or ones that are super individualistic.

We just had a well overdue campfire session because I still didn’t know what our 2 new campaign characters ambitions were after a year of play. They sorta just pootled along with us, which was fine when we were dungeon delving but less good now we’re back to politics

These are great tips! I love to have an in-world goal that interacts with the world, ones that don't depend on the dm. In my current game my character is a theologian writing a book about metaphysical stuff, whoch gives me an in to interview my fellow party members about all sorts of subjects, and rope them into helping my pc do all sorts of science/magic stuff. ("Just climb up that tree and hoist the anemometer up for a reading, thank you!")

For #2, the best way to be past tense is to be going back to previous points in the campaign, not from the backstory.
