You may need to read the stadium requirements for your location most do not allow stainless steel but you are able to bring in a sealed plastic water bottle that you can refill it varies depending on the stadium

I’ve been to concerts at two of the World Cup venues and they had the same policy. Some of the stadiums are domes so the water breaks aren’t required.

Please ask for a courtesy cup of water, it is illegal to not give it out for safety reasons. They can charge you for a bottle but not a cup of water!
