pointing in one direction doesn't indicate to pull over, cops direct traffic all the time, and could of be taken as turn this way due to road blockage. if they are doing check pointing stops, the officer should have stoped the car completely, and speak with the driver to communicate to them to pull over.

I would’ve absolutely thought that guy was directing traffic. I have never in my life seen a police officer pull someone over outside of their vehicle.
