No its because people just chose to avoid driving, or the area for a day knowing traffic will be hell. nyc is literally a grid with alternating one way streets so your theory doesnt even make sense in application to this

Wilmington Delaware actually did an AMAZING job with this at I95 and 495. I95 cuts directly through the center of wilmington but 495 runs along the delaware river parallel to i95 with a higher speed limit making it so that you only get on I95 if you are going to center city, anywhere else in wilmington you take 495 which has an extra lane and a speed limit 10-20mph higher(its adjustable)

so a fun thing this also applies to Train crowding and it's the logic that underpins things like the Paris RER, and the Elizabeth line in London (which are Express lines designed to relieve existing Metro/Tube lines)
