Human Rights Office reported in February 2026 that migrants, refugees, and asylum-seekers in Libya face systematic abuse, including forced labor, sexual violence, torture, extortion, arbitrary detention, and killings. Human Rights Watch has also documented how European migration policies and support for Libya’s coast guard help send people back into detention, where abuse and exploitation continue.
