i dont know if you read much u.s history but it wouldnt exactly be one rebel force. there would be many small ones and a couple large ones as u.s military might dwindles and is spread thin. a lot of people point to the civil war for what might happen and there is some merit there, but less point to the large number of small rebellions that threatened the early american government. you had the renter rebellion, whisky rebellion, slave rebellions, bacons rebellion, shays rebellion. they didnt all happen at the same time but they did all result in change. due to our modern system and way things are you will more than likely see a chaotic period of numerous small rebellions inspiring larger ones along large scale revolts and eventually actual forces colliding. but that is just a prediction, who the hell knows how it will go this is one of the least predictable most chaotic eras.
