So to answer all of your questions.
1.) The wire grid over the trucks, is a electrical grounding safety grid. Tumwater has a mandate the safeguard for the BPA high tension lines that run in the area. It keep static electricity from building up and causing severe and painful shocks, when someone touches anything metal.
2.) The unmarked trucks. Some company's will rent patches of land/parking lots. To have a decentralized starting point for their drivers.
3.) The storage containers, is for the builders that are working on constructing the new apartment buildings to the northwest of Home Depot.
4.) Home Depot and Lowes, have Flock cameras in their parking lots. Not for protection, but because they make money, off selling the purchasing history of their customers.
