In a large mixing bowl, whip the cold heavy cream with an electric mixer until thick, fluffy, and soft peaks form. 2. Add the sweetened condensed milk and gently fold it into the whipped cream using a spatula until smooth and fully combined. 3. Roughly chop the Oreo cookies into small chunks and fold them gently into the ice cream mixture. 4. Melt the milk chocolate using a double boiler or in the microwave in 10-second intervals, stirring after each interval until smooth. 5. Transfer the melted chocolate to a piping bag and cut off a small tip. Pipe the chocolate around the inside of each waffle cone, then use a teaspoon to spread it evenly, creating a thin chocolate layer. Let the chocolate set for 2–3 minutes. 6.
