I have a feeling she is in the in between. In my culture there are people who pass on physicaly but have not ascendend they are stuck in a place between. They do try to reach out for help once in a while through dreams or a vision in some cases taking over someone else's body for a brief moment to ask for help. caution: we also have a spirit that mimics a loved one who has passed and it feeds on the grief, it only attacks the gifted people as they are the only ones who can hear it. This is tricky to try and explore on your own and you may need someone with experience if you want to go down the rabbit hole
