you are right my univeristy in ghana umat university is not only publishing .u need to publish two articles in a high impact journal before graduating in a phd .

In addition to your argument, universities these days also make it mandatory for all their post graduate students to publish papers in highly rated global journals because it is boost the global outlook of the universities during ranking of universities by national and international ranking organizations.
