I dont think thats what is going on here. I think the one filming is saying that when the master panel is shut her box is still unlocked. So the lock is most likely broken and she thinks the courier is responsible. She doesnt understand that the courier cant open each individual cubby and can only access the master panel.

mail doesn't get delivered unless the mail boxes are up to USPS specifications! I've lived in buildings were mail had to be picked up at the post office until the building installed the correct style mailbox!

I think her mailbox lock is broken since she's saying that whenever she checks her mailbox ONLY her mailbox is open no one else's this is a misunderstanding and I'm not defending the person filming she's just confused on why her mailbox door is open when others are closed when she checks them after the mail person leaves, but yeah that's what's going on in this vid
