Last time I had this symptom it turned out the person installing the cpu had over done it with the thermal paste & it had oozed over the sides onto the pins. Just a tiny little blob covering three pins. Not electrically conductive in its gooey original state but once it cooks and goes hard and gritty some are!

my son's PC does this. we have to turn off the powersupply in the back turn it back on and then immediately hit the power button and it turns on. are you saying the problem is thr cpu?
