isnt it that he got the hydra version of the serum wich isnt the same, hence no (or very little) physical change. and a side effect of that could be that his metabolism isnt as sped up as steves so he might still be able to get drunk? atleast thats how I always thought i worked

if steve was the only one to get that exact formula with the vita rays which is why he grew like twice as big, maybe without the vita rays the results were different
