You need to be careful testing terminal to terminal to test voltage. All you're testing is potential difference and if one leg is still hot, you'll still read zero. Test each leg to ground.

I didn't know this till recently that megohm meter isn't good to use on scrolls, liquid refrigerant can cause it to show failed without being failed

My father in law has the same unit. He has 2 10 pound containers of R22 for it. In the 90s he did heat and air. That thing blows so cold and his electric bill is also so cheap.
