Is there a reason we are using a choke chain? I think it would be very beneficial if he wore a martingale collar still has a bit of pressure but it’s as uncomfortable. We want this experience to be positive one and that starts with him being comfortable in his own skin.

While tone matters, dogs don’t need us to talk them through everything. Your communication should be clear and you need to follow through on what you’re asking. You also need to consider what associations you’re accidentally creating. “Come!” Should be said ONCE in an up beat tone with the expectation that he comes to you or follows you. “Come on, time to go outside! Don’t pee on the way, hold it until we’re outside. Let’s go, I’m waiting, hurry up, want a treat? Blah blah blah” is all irrelevant and probably contributing to his nervous/anxious behaviour. I can guarantee you the baby is not helping. When he digs in and refuses to come is not the time for more talking or any bribery (you’ll just reinforce his stubbornness). Be patient and use some gentle leash pressure to guide him down those stairs. Hell, even reward him with “yes!” and treat after each flight, but stop talking him through it. Clear and consistent leadership.

dogs recognize the tone of voice you use to train them in not necessarily the words spoken and if a dog hears a difference tone of voice and they are trained to protect the voice they recognize it could cause reactions such as being "anxious"

Have you been able to speak to the vet yet about anxiety meds? Those in conjunction with the behavior modification steps you’re taking really will help him in the long run. You’re doing a great job and you love your boy. You guys will figure it out soon!

They say not to use a baby voice with feral cats either but its always worked for me and all the 30 ex feral cats I've found homes for so ¯\_(ツ)_/¯ I think the people working with the animals should just use their discernment lol

Have you tried a dog sling/lift? If you can lay it on the ground and train him to walk over and lay on it and then just pick him up on your shoulder to get him atleast outside quicker? It might be the trek down the stairs that makes it so anxious for him too. I’m so sorry he’s having so much trouble he’s such a sweetie

I believe you. I don’t think you are causing a disservice at all. He’s very comfortable with you and looks to feel safe. If you weren’t there, I do believe he’d be feeling worse
