check to see if you have a local bike co op close by! They are a great place to access tools for working on it without having to buy all the bike tools you’ll only use once or twice

try aluminum foil on chrome parts to polish works well for the money

One issue you might encounter is that those tires might be 27" which are not really used much anymore. Road bikes more commonly use 700c tires which is 28" more or less so just make sure you get the right tire and know they might be hard to find.

It’s most likely old 27inch wheels, if you convert it to 700c you’ll be able to fit much wider tires , you may need new brakes with longer caliper arms but it’s worth it for the comfort of wider tires

beautiful bike! since it’s older you might find some of the stuff on sheldon brown’s website helpful for figuring out things like tire sizes and the like. looks like a fun project, good luck!

The Varsity was a fancy bicycle back in those days. Well, fancy for someone like me starting to look at “10 speed bikes”. It a little tedious, but I would expect all the bearings to be loose at the wheels and bottom bracket. Get a pair of work tweezers (not eyebrow, but they might work), some nice grease. I typically would just clean everything with rubbing alcohol, put clean grease on the races, and stack the clean bearings in the grease one by one. My best coasting bicycle (yep, I have a test street lol) has those kind of bearings.
