Baguma on Track! Baguma’s efficiency is way above the average performance of criminal court’s in Uganda and we know why. He got the memo. Yesterday he decided with supersonic speed to deliver decisions that will enable him to proceed to hang Kizza Besigye and his co-accused- as instructed by the usual suspects. In his ruling, Justice Baguma was not persuaded to pause the treason trial to await a decision in an application on the accused person’s right to a fair hearing and legal representation. Unfortunately for them, that application was not assigned to his  court. But he was not going to be disagreeable on every point. He directed that disclosure be extended to the accused themselves immediately before they returned to prison. He ordered the registrar of the Criminal Division to provide the accused with certified copies of the court proceedings by the following day, Tuesday- and directed prison authorities to grant them adequate facilities to prepare their defence. (What about adequate time! No mention of that?) Most importantly he directed the registrar to furnish the accused with a list of advocates to choose from and if they declined the registrar would choose for them - to ensure that the trial proceeds on Wednesday at 11:00am Basically Besigye, Obeid and Oola have about 24 hours to get to meet their brand new lawyers, prepare their defence and proceed to trial. So if you are not impressed with Baguma’s efficiency, you are not patriotic 🙄 As for the little problem of the rights of the accused. Well we must await the other court that is operating at normal speed, to decide on their application. They did not get the memo. But Baguma got it and he is going to get these men convicted as fast as he can.
