A lot of London boroughs have some of the cheapest council tax rates in the country well know fact a property could be 2 million pounds but council tax is only £100. Where as outside London my tax for a 2 bed home is about £170.

Tap water is contaminated in England and can actually get you sick (example: https://www.bbc.co.uk/news/articles/c62xevydk05o) I only drink bottled water from a source as it also has calcium, minerals
