I think China's leaders know that the strength of a country will ultimately depends on the vitality of its people. If the people are happy, enjoying an increasingly better standard of living, very good education system, access to housing ownership, access to affordable & good healthcare, peace & safety, increasingly better connectivity facilitated by new infrastructures (in-bound travels, transportation of produce/goods, business, etc), the people can go from strength to strength.
