I've worked with electrical systems for years. While the high-tension line appears to be close to the building, we shouldn't jump to conclusions without a proper investigation. A flat concrete roof can hold rainwater before it drains away. If there were exposed live and neutral wires on the roof from the building wiring meant for something else but not currently use like AC outlet, siginage or light, the accumulated water could have become energized and caused electrocution. This is one possible explanation. Let's allow the experts to investigate before blaming the main power line.
