In my country we do celebrate it, but we come out of high school with professional qualifications and go on and have job without getting degree at uni for it. Graduating here is from all the years u have four oral exams, some practical (depends on school tho) and national test exams, which btw u have to have good grades to even take those exams. So ofc we celebrate that.
