This doesn’t really make a lot of sense. They ask about salary expectations because they often don’t want to disclose yet what they are going to offer so 15-20% above what?

youre not supposed to tell them "15-20% above what you need", youre supposed to decide how much you need, figure out a number thats 15-20% higher, and then tell them THAT NUMBER
