We went up in May right before the rush season! Not everything was open, but there were barely any other tourists and inn prices were much lower :) We stayed at Cleftstone Inn (breakfast included!), hiked the Ocean Pathway and Canada Cliff Loop, and went up to Cadillac without needing a reservation - also definitely recommend the Route 66 Restaurant!
