The fact your lows are brighter than most high beams would more than likely be ya issue with being flashed. I doubt these are ADR approved. Also change the angle of them their up way higher than they should be

there should be a limit to how bright headlights can be with no brights. because this is still very clearly an issue with your car lights being too bright.

I do agree with this, however if so many people keep mistaking your halfbeams for your fulls, your halfs are way too high. Get that adjusted and you're good 👍

Your lights angle is too high, at 22 seconds you can see it along the trees and it’s horizontal in to the distance, it should be angled down more, roughly around the base 4 or 5 trees ahead.
