I think Tifa was a friend to Aerith but Aerith was not a friend to Tifa. Aerith was so incredibly disrespectful to flirt and aggressively pursue Cloud while knowing very well about the feelings, bond, and history that him and Tifa shared. Tifa put up with it because she loves Cloud and wanted him to get all the support possible.
