I might agree if we were talking base game, no updates, no mods. But then there's the DLC like Dead Money, and that alone elevates it to a must play experience in my opinion. Hell side quests in New Vegas are far more memorable for me than the entirety of Fallout 3 and 4, and I've played all of them extensively.
